I just want to pay my taxes, why does your site make it so difficult?

This has to be one of the most counter intuitive websites I've ever visited. The site instructions are difficult to follow. The payment confirmations do not work. The message and announcement icons indicate errors. When calling the department at 502-564-4921, I keep getting a message to call back because their offices are closed, despite it being 9:25AM on a Tuesday.
